Optional: Rim the martini glasses with colored sugar. Pour the sugar onto a saucer. Dip the glasses in water, then in the sugar, and lift off. Allow to stand several moments to set the sugar.
In a medium saucepan, heat the half and half over medium heat until it almost reaches a simmer. Small bubbles will appear around the edges, but there should be no bubbling action. Remove from heat.
Add in the mint chocolate chips and stir until fully melted.
Place the pan in the refrigerator until fully cooled.
In a cocktail shaker, combine 1/4 of the chocolate mixture, 1.5 ounces of vodka and ice to fill. Shake to mix the drink; pour into a martini glass.
Repeat the process three more times, creating a total of four martinis.
Garnish with a drizzle of chocolate syrup and a dollop of whipped topping.
