Cut the top off of small bread bowls. Hollow out the center.
Place the bread bowls and tops on a baking sheet and brush with butter. Bake to crisp.
Season roast beef with salt and pepper.
Saute onion and green peppers with butter. Add mushrooms and cook until soft.
Add garlic and cook until fragrant. Remove the veggies and set aside. Return the pot to the heat.
Add the roast beef and brown each side. Remove and set aside.
Deglaze the pan with red wine. Stir in beef broth, Worcestershire sauce, and French onion soup.
Add the veggies and beef back to the pot and stir to combine.
Stir in heavy cream and allow to cook.
